Registering Class 3 Scooters with the DVLA

Do I need to Register my Mobility Scooter with the DVLA?

Class 1 and 2 mobility scooters do not need to be registered for road use. Please refer to Scooter Classes for information on the different classes. Class 3 mobility scooters do need to be registered for road use (even if you do not intend to use them on the road), be licensed in the "disabled" taxation class and display a nil duty tax disc. Unlike ordinary cars, mobility scooters do not need to provide evidence of VED exemption when licensing in the disabled class. Also, they are exempt from paying the first registration fee and are not required to display registration plates. .

Registering your Class 3 Mobility Scooter.

In order to register and license a class 3 mobility scooters the user will need to complete form V55/5 (for used vehicles) or V55/4 (for new vehicles) - and take or send it to their nearest DVLA local office (addresses can be found on the website at www.direct.gov.uk/motoring or in the V100 information leaflet which is available from post offices that issue tax discs or by telephoning 0870 243 0444 - you will need to quote your postcode). Evidence of the vehicle's age (if available) will need to be submitted with the application together with documentation confirming the keeper's name and address.

Rules for class 3 mobility scooters

Class 3 are the only types of mobility scooter or powered wheelchair that can be used on the road. They must have the following features:
  • a maximum unladen weight of 150kg (or a maximum unladen weight of 200kg when carrying necessary user equipment, for example, medical supplies)
  • a maximum width of 0.85 metres
  • Be able to limit its speed to 4mph.
  • a maximum speed of 8mph.
  • an efficient braking system.
  • front and rear lights and reflectors.
  • direction indicators able to operate as a hazard warning signal.
  • an audible horn.
  • a rear view mirror.
  • an amber flashing light if it’s used on a dual carriageway.

Driving on the road with a class 3 Mobility Scooter

You can only drive on the road in a class 3 mobility scooter. The maximum speed is 8mph. You cannot drive on bus lanes, ‘cycle only’ lanes or motorways. Avoid using dual carriageways with a speed limit of over 50mph.

Driving on footpaths and parking

All mobility scooters and powered wheelchairs can legally travel at a maximum of 4mph on footpaths or in pedestrian areas.

Do I need Mobility Scooter Insurance?

You do not need insurance for a mobility scooter or powerchairs, although it is recommended.

Eyesight requirements for driving a mobility scooter

There is no legal eyesight requirement to drive mobility scooters or powered wheelchairs, but you should be able to read a car’s registration number from a distance of 12.3 metres (40 feet).

Do I have to Pay Vehicle tax?

You do not have to pay vehicle tax for any mobility scooter or powerchair if it is registered as class 3.
